GTA universes: 2D, 3D and HD, in Rockstar's words
What Rockstar has actually said about the 2D, 3D and HD Grand Theft Auto universes, which games it placed where, and what can cross between them.
Ask any GTA forum whether Claude could turn up in Los Santos and you will get a long thread about the "3D universe" and the "HD universe". The terms are real. But most explainers repeat a fan-wiki version of the rules, with more certainty than Rockstar ever gave. This page goes back to what Rockstar and its writers have actually said. The answer is narrower and more interesting than the wiki version. The clearest definition we found from Rockstar came in a 2011 fan Q&A, and even there Rockstar said its logic held only "as far as it could be considered logical".
At a glance
| Where the terms come from | Rockstar Newswire, Dec 15 2011, answering fan questions about GTA III |
| Rockstar's definition | The universes are "the worlds interpreted at different definitions, 2d, 3d and high definition" |
| What can cross | Brands, and radio or background characters |
| What cannot | "3 dimensional characters", meaning the main cast |
| Developer comment | Dan Houser, quoted in The Guardian in 2012 (as quoted by GGRecon; Guardian page not opened) |
| GTA VI | Rockstar has not said which universe it belongs to |
What is counted, and how
We count a placement as "stated" only when Rockstar or a Rockstar writer said it, or when a Rockstar post treats two games as the same world. An example of the second kind is a Newswire post comparing the "1998 and 2001 layouts" of one Liberty City. Where a game is placed only by its graphics or by fan consensus, the table says so.
The 2011 Q&A is the anchor. It was posted on Dec 15 2011 by "R* Q" on the Rockstar Newswire to mark GTA III's 10 Year Anniversary Edition. We read an archived copy from Jan 6 2012 because the original page no longer loads. The Dan Houser comment comes from a 2012 Guardian piece on GTA V. The Guardian is not reachable by our research tools, so we did not open it. We rely on GGRecon's quotation of it, dated Dec 28 2020, and mark it that way.
Left out: fan theories about specific characters, Easter eggs we cannot source, and the Manhunt series, which some wikis link to the 3D universe. We found no Rockstar statement on Manhunt.

What Rockstar actually said
A fan asked whether any GTA III characters "actually exist within both universes" and whether characters from the GTA III era could return. Rockstar's answer, in full substance:
- The El Burro graffiti seen in GTA IV's Liberty City is there because El Burro "was also referenced in GTA 1, so it felt appropriate that he should cross 'universes'".
- The universes are the worlds "interpreted at different definitions, 2d, 3d and high definition".
- "so we felt brands and radio / back ground characters would exist in both, but 3 dimensional characters would not."
- So "no, we don't believe any GTA3 characters could exist in the GTA4 universe."
Two things follow that the wiki summaries tend to drop. First, the line is drawn by how the world is rendered, which is why the names are 2D, 3D and HD rather than story names. Second, the rule is about "3 dimensional characters", the fully realized cast. A name on a billboard or a voice on the radio is allowed to cross.
The same Q&A also confirms a link inside the 3D universe. Rockstar says that in San Andreas, CJ calls Claude, GTA III's silent lead, a mute "because he does not talk". So Claude appears in two 3D-era games.
What Dan Houser said about GTA V
GGRecon quotes a 2012 Guardian passage saying the move to HD created a "schism" in the fictional universe and turned CJ, Toni and the rest of the 3D cast into "mythical characters from a bygone era". On whether stories from the previous game would loop into GTA V, Houser is quoted: "I think that might be too mannered." GGRecon attributes the whole passage to Houser. Only the short inner quote is clearly in his own words, so we treat the rest as The Guardian's summary.
That fits the 2011 rule from a different angle. The 2011 answer says the 3D cast cannot cross into HD. The 2012 comment suggests even HD stories would not be tied together tightly.
Which games belong where
| Game (release) | Universe | Basis |
|---|---|---|
| Grand Theft Auto (1997) | 2D | Stated in effect: the 2011 Q&A names "GTA 1" as where El Burro started before crossing universes |
| London 1969 (1999), London 1961 | 2D | By definition only: top-down 2D games. Not named in the Q&A |
| GTA 2 (1999) | 2D | By definition only. Not named in the Q&A |
| GTA III (2001) | 3D | Stated: the 2011 Q&A |
| Vice City (2002) | 3D | Shown: Rockstar's 2013 post compares Vice City's 1986 map with Vice City Stories' 1984 map, and its 2012 post has Vice City characters arriving in San Andreas |
| GTA Advance (2004) | Not stated | Rockstar's page says it returns "to the streets of Liberty City in a brand-new story". It does not say which Liberty City |
| San Andreas (2004) | 3D | Shown: Rockstar says Ken Rosenberg and Kent Paul travel from Vice City to Los Santos in 1992. Claude appears (2011 Q&A) |
| Liberty City Stories (2005) | 3D | Shown: Rockstar compares its 1998 Liberty City with GTA III's 2001 layout |
| Vice City Stories (2006) | 3D | Shown: Rockstar compares its 1984 Vice City with Vice City's 1986 map |
| GTA IV (2008) | HD | Stated: "the GTA4 universe" in the 2011 Q&A |
| The Lost and Damned, The Ballad of Gay Tony (2009) | HD | Shown: Take-Two lists "Grand Theft Auto IV: The Lost and Damned" as a downloadable episode, and Rockstar's Episodes page describes Liberty City in the same words as its GTA IV page |
| Chinatown Wars (2009) | Not stated | Set in Liberty City. Pocket Gamer found its districts similar to GTA IV's but not street-for-street identical |
| GTA V (2013) | HD | Reported: the 2012 Guardian passage quoted by GGRecon calls the 3D cast "mythical characters from a bygone era" for the HD games |
| GTA Online (2013) | HD | Shown: Take-Two says GTA V includes access to GTA Online |
| GTA VI (Nov 19 2026) | Not stated | See below |
Of the 15 rows, Rockstar states the placement for three (GTA 1, GTA III, GTA IV). Rockstar or Take-Two material shows it for six more (Vice City, San Andreas, the two Stories games, the Episodes and GTA Online). One rests on a press report (GTA V). Two rows rest on the definition alone (the London packs and GTA 2), and three are not stated at all (Advance, Chinatown Wars, GTA VI). Check: 3 + 6 + 1 + 2 + 3 = 15. In other words, a third of the list (5 of 15) is placed by definition alone or not placed at all, which is more doubt than most universe explainers admit.
What carries across
| Element | Can it cross universes? | Rockstar or developer basis | Example given by Rockstar |
|---|---|---|---|
| Brands | Yes | 2011 Q&A: brands "would exist in both" | El Burro, referenced in GTA 1 and in GTA IV graffiti |
| Radio and background characters | Yes | 2011 Q&A | None named by Rockstar. The fan's question cited Lazlow |
| City names | Yes, as reinterpretations | Rockstar posts compare a 1998 and a 2001 "Liberty City" inside the 3D era, while GTA IV has its own Liberty City | Liberty City, Vice City |
| Main characters | No | 2011 Q&A: "3 dimensional characters would not" | "no ... GTA3 characters could exist in the GTA4 universe" |
| Main characters within one universe | Yes | 2011 Q&A; Newswire Dec 11 2012 | Claude in San Andreas; Rosenberg and Kent Paul in Vice City and San Andreas |
| Story threads between HD games | Not tightly | Houser, 2012, as quoted by GGRecon: looping the previous game's stories into GTA V "might be too mannered" | None given |
Where GTA VI sits
Rockstar has not said. Its official copy does two things worth noting. It returns to "Vice City, USA" in the state of Leonida (FACTS F43). It also mentions Liberty City in Lucia's backstory: her mother's dream dates "since their days in Liberty City" (F35). And Rockstar's PlayStation Store copy names a place called the Vercetti Estate (F45). Under the 2011 rule, a city name and a place name are the kind of thing that can cross. Neither tells us which universe the game is in, and we will not guess. For what is confirmed, see GTA VI: confirmed vs rumor and Leonida.
Trivia
- Rockstar's own answer hedges its logic: the El Burro rule holds "as far as it could be considered logical".
- The same 2011 Q&A says Claude "certainly isn't dead" after GTA III.
- Rockstar's 2013 map post puts three years between the 1998 and 2001 layouts of Liberty City and names "the ongoing construction of the Callahan Bridge" as one of the differences.
